It's the only boss in the game where unless you have prior knowledge of the mechanics and have setup specifically for it, you aren't going to win. Yeah, he's much harder to beat on Hard because you're in that inconvenient place where enemies are tougher but you don't get the damage bonus for hitting weaknesses, and the whole fight is about that.
