I guess if you need to sprint in an Exo, it could be an issue. Expert tools can be found in stashes in red forest and above only. The higher you go the better the chance is. For example: in red forest it’s 1/6 but in Pripyat it’s 1/2. Also, make sure to talk with the traders at the Market in the Garbage.
