The damage of the weapon primarily scales off Dexterity while the Blood Loss effect procs off the Arcane scaling. Haven't tried the weapon skill in PVP, I imagine it would get you killed by anybody that knows how to avoid it, but in PVE is does great poise damage and good damage + bleed. Eleonora's because it looks the best. Powestancing Twinblades is amazing, the L1 Jump attack does multiple hits and can inflict bleeding nearly instantly. Plus, the Bloodblade Dance skill is fantastic. I right hand Eleanora's, and left hand a +25 Twinblade that does 134 bleed.
